Under the authority 10 U.S.C.2304(c)(1) as implemented by Federal Acquisition Regulation 6.302-1, Pearl Harbor Naval Shipyard and Intermediate Maintenance Facility (PHNSY & IMF) intends to award a sole source contract to Electric Boat Corporation for support services for troubleshoot/repair/groom of Circuit D System for a Virginia Class availability. Electric Boat Corporation is the original equipment manufacturer (OEM) with proprietary software, parts, hardware, and technical knowledge needed to rebuild or re-configure Hard Drives and service the Circuit D Control Units #1 and #2. Electric Boat has been found to be the only vendor that has performed this particular repair and is able to meet PHNSY's requirement using the appropriate procedures. This is not a request for proposals. Any interested party that believes it can satisfy this requirement may submit a written capability statement. Telephonic responses are not allowed. To be evaluated for technical merit and capability, statements must be received by the stated deadline. In determining whether or not to compete this requirement, the Government has sole discretion.
