This is not a solicitation, and no contract will be awarded from this announcement. The purpose of this notice is to conduct market research to identify potential qualified sources capable of providing maintenance and repair services for Onsrud CNC (Computer Numerical Control) machines. PHNSY is seeking qualified sources to potentially provide comprehensive maintenance and repair services to ensure the continued operational readiness of our Onsrud CNC machine(s) for Code 970. This requirement is for a service contract for the annual preventive maintenance and repair service on one (1) Onsrud 5 axis machine Model F148HM24CH2. Annual, on-site preventative maintenance, calibration, and repair on the equipment to include inspection, cleaning, re-alignment, and testing. The repairs shall include any adjustments, modifications, parts, labor, and software re-installation required to restore the equipment to OEM specifications. One time, during the first on-site preventative maintenance, the Contractor shall provide troubleshooting/diagnostics and a repair service to restore the equipment to full Original Equipment Manufactures (OEM) specifications. The contractor shall provide on-site annual preventative maintenance service with consumable parts replacement. The contractor shall operate and perform functional tests, in accordance with OEM guidelines, of the equipment, to verify that the repair has restored the equipment to OEM specifications. All work shall be performed by an OEM qualified service technician, using OEM parts and consumables. The period of performance is estimated to be from 15 Septmeber 2025 – 14 September 2030. The place of performance shall be within the Controlled Industrial Area (CIA) at PHNSY& IMF. If your organization has the potential capacity to perform these contract services, please provide the following information: organization name, address, email address, website address, telephone number, and size and type of ownership of the organization, as well a capability statement addressing the particulars of this effort, with appropriate documentation supporting claims of organization and staff capability. The capability statement should include (but not limited to) information about qualified technicians and their certifications, availability of specialized tools and equipment required for Onsrud machine repair, ability to source genuine Onsrud parts or approved equivalents, and experience in providing maintenance and repair services for Onsrud CNC machines, or similar CNC equipment. This Sources Sought Notice is for informational and planning purposes only and does not constitute a solicitation. The information provided in response to this notice may be used to develop a solicitation. PHNSY will not be responsible for any costs incurred by interested parties in responding to this notice. All information received will be kept confidential to the extent permitted by law. Responding to this Sources Sought is not a guarantee of being solicited for future procurements. The Government intends to evaluate the market research to determine if set-aside is appropriate. The Government reserves the right to set aside any subsequent solicitation for small businesses, 8(a) firms, woman-owned small businesses, service-disabled veteran-owned small businesses, or HUBZone firms. The Government also reserves the right to make the award on a full and open competition basis.
