The Pearl Harbor Naval Shipyard and Intermediate Maintenance Facility intends to award a sole-source contract in accordance with Federal Acquisition Regulation 13.106-1(b)(1), as it has been deemed only one source is available to meet this specific requirement due to the proprietary rights involving the design and software developed by Thermo Fisher Scientific. This contract is intended to be awarded to Thermo Fisher Scientific for on-site analytical testing, annual preventative maintenance, technical support and repair for following equipment: ARL 3460 Vacuum Optical Emission Spectrometer (OES); Serial Number: 6471 Ion Chromatography System, Pump; Serial Number: 17110930 Detector Compartment, Dual Temperature Z; Serial Number: 17101633 Conductivity Detector; Serial Number: 17110968 AS-DV Autosampler; Serial Number: 171012879 Nicolet iN10 MX Infrared (IR) Microscope Mainframe; Serial Number: ALK1711755 Nicolet iS50 FTIR Spectrometer Mainframe; Serial Number: AUP1810109 Nicolet iS50 FTIR Spectrometer Mainframe; Serial Number: AUP1710516 iCAP 7400 Inductively Coupled Plasma-Optical Emission Spectrometer ICP-OES Duo with direct system; Serial Number: IC74DU0397 Teledyne CETAC ASX-560 Autosampler; Serial Number:092049A560 The requirements document in the form of “Performance Work Statement” is attached to this notice. This notice of intent is not a request for competitive proposals or quotations. Any party who believes they can perform this requirement should submit a tailored capability statement addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability for consideration by the government. A determination by the government not to compete this proposed contract based on responses to this notice is solely within the discretion of the government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. The government will not be responsible for any costs incurred by responding to this notice. A party may identify their interest and submit a capability statement by 1400 on 16 June 2025 HST.
