The Pearl Harbor Naval Shipyard and Intermediate Maintenance Facility (PHNSY & IMF) intends to award a sole source, firm fixed price contract to Curtiss-Wright in support of refurbishment services on the rotational deployment mechanism (RDM) unit for a Virginia-Class submarine. The solicitation is prepared in accordance with the format in FAR Part 15, as supplemented with additional information included with this notice. In accordance with FAR 4.1102 and the provision set forth in FAR 52.204-7 of this solicitation, all firms or individuals responding must be registered with the System for Award Management (SAM) (https://www.sam.gov) by the offer submission date. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2023-06, DFARS (last updated 10/30/2023), and NMCARS 18-22. This solicitation will close on 01/22/2024 at 3:00 p.m. HST. Submissions are to be emailed to both the primary and secondary point of contacts listed in this posting. The Period of Performance is 02/01/2024 - 07/22/2024. This Presolicitation Notice is issued solely for informational and planning purposes. The Pearl Harbor Naval Shipyard and Intermediate Maintenance Facility (PHNSY & IMF) intends to solicit and negotiate a non-competitive sole source contract under the authority of 10 U.S.C. 3204 (a)(1) and in accordance with FAR 6.302-1(a)(2). PHNSY & IMF intends to solicit from Curtiss-Wright Electro-Mechanical Corporation, for providing a qualified and authorized original equipment manufacturer (OEM) to refurbish and repair a Virginia-class submarine’s secondary propulsion system rotational deployment mechanism (SPS RDM). In accordance with DFARS PGI 206.302-1, a sources sought notice, N32253-23-148, was posted to the Government Point of Entry (GPE), sam.gov, from 2 October 2023 to 17 October 2023 to determine whether other sources could satisfy this requirement. The Government received zero response from interested vendors. The Government received no other responses from industry indicating capability in performing the requirements. This pre-solicitation notification does not constitute a request for proposals. Submission of any information in response to this notification is purely voluntary and the Government does not assume financial responsibility for any costs incur. This posting serves as a pre-solicitation notice in association with N32253-24-R-0003 and in accordance with Federal Acquisition Regulation (FAR) 5.204.
