The Pearl Harbor Naval Shipyard and Intermediate Maintenance Facility (PHNSY & IMF) intends to solicit and negotiate a sole source firm-fixed price contract under the authority of 10 U.S.C 3204(a)(1) and in accordance with FAR 6.302-1(a)(2). The Pearl Harbor Naval Shipyard and Intermediate Maintenance Facility (PHNSY & IMF) intends to solicit to RIX Industries, LLC. for the installation and preventative maintenance of the No. 1 and No. 2 HPACs, model 5R5-75B, on board a Virginia Class Submarine. Rix Industries is the Original Equipment Manufacturer (OEM) and owns the proprietary data, processes, and is experienced in performing the appropriate procedures for HPACs No. 1 and No. 2. The preventative maintenance requires information (such as drawings, specifications, and processes) proprietary to RIX. In accordance with DFARS PGI 206.302-1, a sources sought notice, N32253-24-Q-0076, was posted to the Government Point of Entry (GPE), SAM.gov, from 18 JULY 2024 to 2 AUGUST 2024 to satisfy this requirement. The Government received one response from industry indicating capability in performing the requirement. The one response was found to not be technically capable to fulfull this requirement and did not provide specific information requested by the Government. This pre-solicitation notice does not constitute a request for proposals. Submission of any information in response to this notification is purely voluntary and the Government does not assume financial responsibility for costs incurred. This posting serves as a pre-solicitation notice in association with N32253-24-Q-0076 and in accordance with Federal Acquisition Regulation (FAR) 5.204. The Pearl Harbor Naval Shipyard and Intermediate Maintenance Facility {PHNSY & IMF) is seeking sources with the capability to provide a qualified on-site representative in support of Top-End Overhaul for No.1 and No.2 High Pressure Air Compressors (HPACs) Class on board a Virginia-class submarine. The applicable North American Industry Classification System {NAICS) code assigned to this requirement is 336611. The size standard is 1,300 employees. Capability statements shall demonstrate the contractor's capability to perform the requirements of the HPAC maintenance to include providing systems certification for the HPACs and for the attached specifications.
