Synopsis of Proposed Contract Action - Release of Solicitation (N32253-23-R-0010) This is not a solicitation or invitation for offerors to submit proposals. The Pearl Harbor Naval Shipyard and Intermediate Maintenance Facility (PHNSY & IMF) plans to release a solicitation, on or around 13 February 2024, for an accredited educational institution to provide the formalized training and degree program for the PHNSY &IMF Apprentice Program. The Apprentice Program is a planned and progressive, career-related, cooperative education employment program that enhances and develops an apprentice's knowledge, skills, and abilities (KSAs). The contractor institution shall provide a curriculum that develops competencies in the following core subjects: English (technical writing, reading comprehension, and verbal skills); Math (algebra, geometry, and trigonometry); Physics and/or Science (fluids, electrical, mechanical, and thermal); and Plan Reading and Drafting; Interpersonal Skills (communication, team skills, conflict management and planning). General studies curriculum should be equivalent to 24 hours of academic credit. The acquisition will utilize the Technical and Price Tradeoff evaluation process described in FAR 15.101-1. Award will be made to the contractor whose quote represents the best value to the Government, using the following evaluation factors: ? Technical ? Price The offeror must be registered in the System for Award Management (SAM) database before an award can be made to them. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 611310; Colleges, Universities, and Professional Schools with a size standard for this NAICS code of $34.5 million. The Product Service Code is U009; Education/Training - General. A Sources Sought Notice, N32253-23-038, for N32253-23-R-0010 was posted on SAM.gov from 8/28/2023 to 9/5/2023. Written offers shall be submitted in accordance with the CLIN structure and proposal instructions that will be outlined in the forthcoming solicitation, N32253-23-R-0010. All offers shall be emailed to the primary and secondary point of contact listed in the upcoming posting. The planned period of performance is as follows: Base Year: 25 May 2024 – 31 December 2024 Option Year 1: 01 January 2025 – 31 December 2025 Option Year 2: 01 January 2026 – 31 December 2026 Option Year 3: 01 January 2027 – 31 December 2027 Option Year 4: 01 January 2028 – 31 December 2028 The Solicitation for this requirement will be posted on or about 2/13/2024. All dates and information included in this announcement are subject to change.
