THIS IS A PRESOLICITATION NOTICE ONLY; THIS IS NOT A SOLICITATION. The Pearl Harbor Naval Shipyard and Intermediate Maintenance Facility (PHNSY & IMF) intends to solicit a sole source, firm fixed price contract under the authority of 10 U.S.C.2304(c)(1) to Wartsila Defense, Inc. to provide inspection and repair services for a Propulsor and Leading Edge Ring on a Virginia-class submarine. A sources sought notice, N32253-22-Q-0081, was posted to the Government Point of Entry (GPE), beta.sam.gov, from 21 July 2022 –25 July 2022 to determine whether other sources could satisfy this requirement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 336611 and the size standard for this NAICS code is 1250. The Product Service Code is J020. The tentative Delivery Date is 7 November 2022. All dates and information included in this announcement as subject to change. Note: All firms or individuals responding must be registered with the System for Award Management (SAM) by the award date. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2022-06, DFARS 06/23/2022 and NMCARS 18-22. Written offers shall be submitted in accordance with the CLIN structure and proposal instructions that will be outlined in the forthcoming solicitation, N32253-22-Q-0081. The Pearl Harbor Naval Shipyard and Intermediate Maintenance Facility (PHNSY& IMF) is seeking sources with the capability to provide a qualified on-site representative in support of Propulsor 1A and Leading Edge Ring repair onboard a Virginia-class submarine. The applicable North American Industry Classification System (NAICS) code assigned to this requirement is 336611. The size standard is 1,250 employees. All responsible sources may identify their interest and provide capability statements by emailing the contacts listed below. Telephonic responses are not allowed. Capability statements shall demonstrate the contractor's capability to perform the requirements of the Propulsor and Leading Edge Ring repair. This request for capability information does not constitute a request for proposals or quotations.
