Acknowledgment of the Amendment U0001 is required. --------------------------------------------------------------------------------------------------------------------- Pearl Harbor Naval Shipyard and Intermediate Maintenance Facility (PHNSY & IMF) is soliciting for the design, fabrication, transport, assembly and installment of a climate controlled, portable Submarine Maintenance Enclosure (SME). The SME shall consist of but not limited to two (2) Side Towers, one (1) AftTower and one (1) Roof Structure. The SME shall be used in an outside industrial environment to provide weather protection and work accessibility for Government personnel, equipment and ship security to submarines in dry dock. The solicitation is intended to result in a firm-fixed price 100% small business set-aside contract. The potential award will be to the small business evaluated to be the most responsible, that can meet or exceed the technical requirements and provide the supplies to the Government at a fair and reasonable price. Detailed specifications are included in solicitation N32253-22-Q-0078 attached to this post. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 332311 – Prefabricated Metal Building and Component Manufacturing and the size standard for this NAICS code is 750 employees. The Product Service Code is J999 – Non-nuclear ship repair. All firms or individuals responding must be registered with the System for Award Management (SAM) (https://www.sam.gov) by the award date. The solicitation document and incorporated provisions and clauses will be those in effect through Federal Acquisition Circular (FAC)2022-06, DFARS DPN20220623, and NMCARS18-21. In order to ensure that all questions submitted by potential Offerors are answered prior to the solicitation closing date, all questions concerning the solicitation should be submitted via e-mail to the contracting point of contact (sarah.chang@navy.mil and megan.ho@navy.mil) within seven (7) days after the solicitation issuance date. Questions received after this date may not be accepted. If the Government decides, as a result of questions asked, that there are issues that need to be addressed to all potential Offerors, an amendment to the solicitation will be issued reflecting the questions and answers.
