This Presolicitation Notice is issued solely for informational and planning purposes. The Pearl Harbor Naval Shipyard and Intermediate Maintenance Facility (PHNSY & IMF) intends to solicit and negotiate a noncompetitive sole source contract under the authority of 10 U.S.C.2304(c)(1) and in accordance with FAR 6.302-1(a)(2). The Pearl Harbor Naval Shipyard and Intermediate Maintenance Facility (PHNSY& IMF) intends to solicit from Curtiss-Wright Electro-Mechanical Corporation to provide maintenance and repair (GROOM) of the High Pressure Air Compressor (HPAC) Nos. 1 and 2 onboard a 688 Class submarine. In accordance with DFARS PGI 206.302-1, a sources sought notice, N32253-22-Q-0025, was posted to the U.S. Government Point of Entry (GPE), Sam.gov, on 6 January 2022, to determine whether other sources could satisfy this requirement, which resulted with no other qualified source from the industry indicating capability in performing the requirements. This pre-solicitation notification does not constitute a request for proposals. Submission of any information in response to this notification is purely voluntary and the Government does not assume financial responsibility for any costs incurred. This posting serves as a pre-solicitation notice in association with N32253-22-Q-0025 and in accordance with Federal Acquisition Regulation (FAR) 5.204.

Pearl Harbor Naval Shipyard and Intermediate Maintenance Facility (PHNSY & IMF) intends to solicit and award a sole source contract under authority 10 U.S.C. 2304(c)(1) or 41 U.S. C. 3304(a)(1) and (see FAR 6.302-1) to Curtiss-Wright Electro-Mechanical Corporation (Curtiss-Wright). Curtiss-Wright is the Original Equipment Manufacturer (OEM) for the High Pressure Air Compressor onboard 688 class submarines. No other qualified vendor can provide this type of work onboard naval 688 class submarines while meeting the military/Navy’s standards and expectations. Repair of system requires proprietary information (ex. drawings, specifications, etc.). Any interested party that believes it is capable of meeting the requirement described herein may submit a capability statement. All capability statements received will be evaluated to determine merit. Responses must be submitted in writing no later than the time and date noted above. A determination by the Government to not compete this requirement based on responses to this notice is solely within the discretion of the Government.
