The solicitation is prepared in accordance with the format in FAR Part 13.5 and FAR Part 15, as supplemented with additional information included with this notice. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2021-05, DFARS (last updated 05/20/2021), and NMCARS 18-17. Please note the following for N32253-21-Q-0074: Offers must be submitted in accordance with the CLIN structure established in the Solicitation. A price must be provided for CLIN 0001 (p. 3). Addendum to FAR 52.212-1 (p. 5-6) provides instructions on what documents must be included in your submission. Addendum to FAR 52.212-2 (p. 6-7) provides evaluations factors of which the submitted proposals will be evaluated. 52.204-24 (p. 7-9): Section (d)(1) and (d)(2) of this provision must be filled out by the Offeror. 52.204-26 (p.10): Section (c)(1) and (c)(2) of this provision must be filled out by the Offeror. Work specifications HRMC-512-21 is included in this pre-solicitation as an attachment. This requirement is intended to be a total small business set-aside. This pre-solicitation notice is issued in accordance with Federal Acquisition Regulation 15.202, Advisory Multi-Step Process. PHNSY & IMF will evaluate interested firms and advise the interested firms of the likelihood of each one being competitive in meeting Agency’s needs. The contractor must be able to demonstrate that they have the overall technical expertise to complete the scope of work.
