This is a solicitation for commercial items issued as a request for quote RFQ N32253-21-Q-0006. Under the authority 10 U.S.C.2304(c)(1) as implemented by Federal Acquisition Regulation 6.302-1, Pearl Harbor Naval Shipyard and Intermediate Maintenance Facility (PHNSY & IMF) intends to award a sole source contract to RIX Industries. The services required are to perform technical assistance and repair to the shipyard during dockside disassembly (as necessary to on-load), reassembly shipboard, and installing the government furnished (RFI/AERP) No.1 and No. 2 HP Air Compressors. This work will be done on oil-free air compressors (Model 5R5-75B), manufactured by RIX Industries. RIX Industries is the original equipment manufacturer and is the only vendor that can perform this type of work onboard naval 774 class submarines while meeting the military/Navy’s standards and expectations. Some of the drawings, procedures, repair parts, and components are proprietary to RIX Industries. RIX is the technical expert on these systems and must be present to give technical advice, troubleshoot, and perform necessary repairs to ensure proper operation of HP Air Compressors for the ship’s mission. The applicable NAICS code assigned to this procurement is 333912. The size standard for this NAICS code is 1,000. The CLIN structure is as follows: 0001 – HPAC Tech Assist Contractor is to perform technical assistance with dockside disassembly, reassembly shipboard, and installation IAW the PWS. This includes travel to and from PHNSY&IMF and required 14-day state mandated quarantine period for base access to PHNSY&IMF. Oral offers will not be accepted.
