11/20/20- Amendment to extend the solicitation deadline to 12/18/20. 11/19/20- Amendment to add Government Furnished Property Attachment. 11/17/2020- Amendment to extend the solicitation deadline to 11/20/2020 This is a solicitation for commercial items issued as a request for quote RFQ N32253-21-Q-0004. Under the authority 10 U.S.C.2304(c)(1) as implemented by Federal Acquisition Regulation 6.302-1, Pearl Harbor Naval Shipyard and Intermediate Maintenance Facility (PHNSY & IMF) seeks a contractor to provide technical services to the Shipyard for troubleshooting and repairs of the Emergency Propulsion Motor Control Panels (EPMCP), Drive Module Power Supply (P/N: 6100d60g01). Currently Northrop Grumman is the only vendor capable of troubleshooting and repairing the EPMCP system, as they possess proprietary software that allows them to troubleshoot this system. The applicable NAICS code assigned to this procurement is 811219-Other Electronics and Precision Equipment Repair and Maintenance. The size standard for this NAICS code is $22,000,000. The Product Service Code is J020, – Maintenance and Repair of Ship and Marine Equipment. A sources sought notice regarding this solicitation was posted on 13 October 2020 and closed on 19 October 2020. https://beta.sam.gov/opp/203f8f4c4ba449b5ad01b9cbb0838e52/review Tentative Period of Performance: 11/30/20-01/11/21 Please note the following: • Offers must be submitted in accordance with the CLIN structure established in the Solicitation. The CLIN structure is as follows: 0001 – EPMCP Refurbishment EPMCP refurbishment includes inspection, troubleshooting, condition found report, and repairs IAW the PWS. This includes all shipping back to Pearl Harbor Naval Shipyard and IMF Oral offers will not be accepted. All firms or individuals responding must be registered with the System for Award Management (SAM) (https://www.sam.gov). FAR 52.212-1, FAR 52.212-2, FAR 52.212-4, FAR 52.212-5, and FAR 52.204-2 applies to this procurement. Offers need to include a completed copy of the provision at FAR 52.212-3, 52.204-24, and 52.204-26. Contract award will be in accordance to 52.212-2 as stated in the solicitation. Quotes are due to this office no later than 17 November 2020, COB. Quotes must be sent via e-mail to both the primary and secondary points of contact.
