This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a separate written solicitation will not be issued. This combined synopsis/solicitation is issued as a request for quote RFQ N32253-20-Q-0001. Under the authority 10 U.S.C.2304(c)(1) as implemented by Federal Acquisition Regulation 6.302-1, Pearl Harbor Naval Shipyard and Intermediate Maintenance Facility (PHNSY & IMF) intends to award a sole source contract to RIX Industries for services to perform operational testing, and provide technical support for repairs if required or doing the actual repairs as needed to bring the HP Air Compressors (HPAC) system online. This work will be done on oil-free air compressors (Model 5R5-75B), manufactured by RIX Industries. RIX Industries is the original equipment manufacturer and is the only vendor that can perform this type of work onboard naval 774 class submarines while meeting the military/Navy's standards and expectations. Some of the drawings, procedures, repair parts, and components are proprietary to RIX Industries. RIX is the technical expert on these systems and must be present to give technical advice, troubleshoot, and perform necessary repairs to ensure proper operation of HP Air Compressors for the ship's mission. A sources sought notice regarding this solicitation was posted on 09 October 2019 and closed on 10 October 2019. Period of Performance: 11/4/19-11/8/19-CLIN 0001 11/9/19-11/15/19-CLIN 1001 (OPTION) 11/16/19-11/22/19-CLIN 1002 (OPTION) Submit written offers in accordance with the CLIN structure outlined in the announcement. Oral offers will not be accepted. All firms or individuals responding must be registered with the System for Award Management (SAM) (https://www.sam.gov). FAR 52.212-1, FAR 52.212-2, FAR 52.212-4, FAR 52.212-5, and FAR 52.204-2 applies to this procurement. Offeors need to include a completed copy of the provision at FAR 52.212-3. This contract requires a facility clearance of "secret." This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2019-06 Item I, DFARS DPN 20191001, and NMCARS 18-08. North American Industrial Classification Standard (NAICS) 333912 and Size Standard of 1,000 apply to this procurement. Quotes are due to this office no later than 16 October 2019; 07:00 AM, Hawaiian Standard Time. Quotes must be sent via e-mail to both the primary and secondary points of contact.
