Under the authority 10 U.S.C.2304(c)(1) as implemented by Federal Acquisition Regulation 6.302-1, Pearl Harbor Naval Shipyard and Intermediate Maintenance Facility (PHNSY & IMF) intends to award a sole source contract to Goodrich Corporation, for technical assistance in support of re-preserving and re-installing vulcanized rubber in support of a Virigina Class (VACL) ship availability. Goodrich Corporation owns the proprietary drawings and is experienced in performing the appropriate procedures. Goodrich Corporation has been found to be the only vendor that has performed this particular repair and is able to meet PHNSY's requirement using the appropriate procedures. This is not a request for proposals. Any interested party that believes it can satisfy this requirement may submit a written capability statement. Telephonic responses are not allowed. To be evaluated for technical merit and capability, statements must be received by the stated deadline. In determining whether or not to compete this requirement, the Government has sole discretion.
