This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a separate written solicitation will not be issued. This combined synopsis/solicitation is issued and as a request for quote (RFQ) N32253-19-Q-0068. The Pearl Harbor Naval Shipyard and Intermediate Maintenance Facility (PHNSY & IMF) intends to award a sole source, Firm Fixed Price contract with a base period and four (4) one-year option periods to Hitachi High Technologies America, Inc. to provide on-site emergency service and preventive maintenance (PM) of its Scanning Electron Microscope (SEM) to ensure reliable and uninterrupted service. Hitachi High Technologies America, Inc. is the only authorized vendor that can meet the requirements for calibration and maintenance on the Hitachi Machines. Any interested parties that believes it can satisfy this requirement may submit a written capability statement in accordance with the CLIN structure outlined in the announcement. Oral offers will not be accepted. All firms or individuals responding must be registered with the System for Award Management (SAM) (https://www.sam.gov). North American Industrial Classification Standard (NAICS) 811219, Other Electronic and Precision Equipment Repair and Maintenance and size standard of $20.5 million apply to this procurement. The product service code (PSC) associated with this procurement is J066 (Maintenance/Repair/Rebuild of Equipment - Instruments and Laboratory Equipment). The Pearl Harbor Naval Shipyard and Intermediate Maintenance Facility (PHNSY & IMF) is issuing this Sources Sought Notice as a means to conduct market research to identify interested parties for the requirement to perform on-site emergency services and preventative maintenance of its Scanning Electron Microscope (SEM) to ensure reliable and uninterrupted service. The result of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification Systems (NAICS) code assigned to this procurement is 811219. The Product Service code is J066 – Maintenance and Repair of Instruments and Laboratory Equipment. The request for capability information does not constitute a request for proposals. Submission of any information in response to this notice is purely voluntary. The government assumes no financial responsibility for any cost incurred.
