This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a separate written solicitation will not be issued. This combined synopsis/solicitation is issued as a request for quote RFQ N32253-19-Q-0062. Under the authority 10 U.S.C.2304(c)(1) as implemented by Federal Acquisition Regulation 6.302-1, Pearl Harbor Naval Shipyard and Intermediate Maintenance Facility (PHNSY & IMF) intends to award a sole source contract to Gougeon Brothers, Inc. to provide technical and practical instruction and direction to establish composite patch repair installation operating parameters and techniques with the requirements of the NSWCCD-65-TR-2012/30. Gougeon Brothers Inc. is stated as the approved supplier by the Commander Navy Regional Maintenance Center (CNRMC) for the Bonded Aluminum Repair training and is experienced in performing the appropriate procedures. Gougeon Brothers Inc. has been found to be the only vendor that has performed this particular training and is able to meet PHNSY's requirement using the appropriate procedures. A sources sought notice was posted on 21 May 2019 and closed 24 May 2019 (Solicitation #: N32253-19-TRNG) and no capability statements were received in response. Any interested party that believes it can satisfy this requirement may submit a written capability statement. Telephonic responses are not allowed. To be evaluated for technical merit and capability, statements must be received by the stated deadline. In determining whether or not to compete this requirement, the Government has sole discretion. Submit quotations in accordance with the CLIN structure outlined in the announcement. Oral offers will not be accepted. To be awarded a contract, you must be registered with the System for Award Management (SAM) (https://www.sam.gov). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2019-03, DFARS DPN 20190531, and NMCARS 18-06. Quotes are due to this office no later than 01 July 2019, 4:00 PM; Hawaiian Standard Time. Quotes must be sent via e-mail to both the primary and secondary points of contact.
