Under the authority 10 U.S.C.2304(c)(1) as implemented by Federal Acquisition Regulation 6.302-1, Pearl Harbor Naval Shipyard and Intermediate Maintenance Facility (PHNSY & IMF) intends to award a sole source contract to Keysight Technologies, Inc. for repair and calibration of Keysight instruments. Keysight Technologies, Inc. is the original equipment manufacturer (OEM) with proprietary software and is Navy approved to conduct calibration. Keysight Technologies has been found to be the only vendor that has performed this particular repair and is able to meet PHNSY's requirement using the appropriate procedures. This is not a request for proposals. Any interested party that believes it can satisfy this requirement may submit a written capability statement. Telephonic responses are not allowed. To be evaluated for technical merit and capability, statements must be received by the stated deadline. In determining whether or not to compete this requirement, the Government has sole discretion.
