This presolicitation is for a 90-day tanker time charter of one clean, approved U.S. or foreign-flag double-hull tanker. The vessel must have an Inert Gas System and Segregated Ballast Tanks and be capable of carrying at least 240,000 bbls of clean product (F76 and/or JP5) in designated cargo tanks with double valve isolation within natural segregation. Delivery and redelivery will be in the Western Pacific/Sea of Japan range and port at charterer’s option, with intentions for Sasebo, Japan. Laydays commence 23 November and cancel 24 November 2026, and the period of performance will be about 90 days. The procurement is unrestricted, and all responsible sources may submit a proposal for consideration.
