This is a pre-solicitation notice for a 140-day special time charter of a U.S. flagged, Jones Act ocean-going tug to serve as a contingency towing vessel in the Caribbean Sea. The vessel must be capable of towing a U.S. naval vessel and responding to a casualty within 48 hours of notification, remaining on standby at anchor or in-port within response range. The place of performance and delivery range is Key West, Florida, with the charter period commencing on or about 08 March 2026. This procurement is set aside for Total Small Business. Budget and award amounts are to be determined.
