Minimum laden speed shall be 15 knots. Place of Contract Performance: The place/range of delivery is Corpus Christi, TX (USA); and the place/range of redelivery is Gdynia, Poland. The layday(s) commences and cancels on 30 January 2026, 03 February 2026, and 07 February 2026. Owners/Offerors to indicate estimated time of arrival (ETA). Owners/Offerors to indicate estimated time of arrival (ETA) for each layday commencing/cancelling date. Owners/Offerors shall also indicate any layday window they do not want to consider. The period of performance will be about 25 days for each chartered award. Set-aside Status: N/A. The decision to release this procurement as “Unrestricted” is based on responses received from a recent, sources sought notice for this service. All responsible sources may submit a proposal, which shall be considered by the agency. MSC’s Deputy Director of Small Business Programs has concurred with this decision. The Small Business Administration’s Procurement Center Representative was unable to review due to the government shutdown and being furloughed.
