Military Sealift Command has a requirement for operation and maintenance of Expeditionary Transfer Dock (ESD) vessels. The contractor must operate and maintain the vessels professionally and in good operable, mission-ready condition, excluding scheduled maintenance, repair, and overhaul periods. Operations must comply with applicable laws and USCG and ABS rules and regulations, including maintaining a valid USCG Certificate of Inspection and ABS classifications/statutory certificates. The contractor must possess and maintain a SECRET facilities clearance and employ personnel with SECRET security clearances. The Government expects to award a single fixed-price contract with pass-through elements under a tradeoff source selection, requiring offerors to demonstrate technical acceptability.
