This notice describes a future requirement for the operation and maintenance (O&M) of Expeditionary Transfer Dock (ESD) vessels, but it is not a solicitation and no contract will be awarded from it. The contractor must keep vessels mission-ready at all times, operate them professionally, and maintain compliance with USCG and ABS rules, including valid certificates. The contractor must also hold and maintain a SECRET facilities clearance and employ personnel with SECRET security clearances. The government anticipates awarding a single fixed-price contract with pass-through elements using a trade-off source selection process. Offerors must demonstrate technical acceptability as defined in the eventual solicitation to be considered for award.
