Minimum laden speed shall be 15 knots. Place of Contract Performance: The place/range of delivery is Gdynia, Poland; and the place/range of redelivery is Jacksonville, FL (USA). The layday(s) commences and cancels on 01 November 2025 or 04 November 2025. Owners/Offerors are to indicate estimated time of arrival and must confirm their ability to meet each layday. Owners/offerors must be able to make at least one of the two laydays for acceptability; however, the Government must know the Owner/Offeror's availability for each date. The period of performance will be about 27 days for each chartered award. Set-aside Status: N/A. The decision to release this procurement as “Unrestricted” is based on responses received from a recent, sources sought notice for this service. All responsible sources may submit a proposal, which shall be considered by the agency. The Small Business Administration’s Procurement Center Representative concurred with this decision.
