Description: One, U.S. or foreign flag, self-sustaining vessel with cranes of sufficient capacity to load 80,000-lb mobile cranes. Vessel must be capable of carrying 129 TEUs, of which 116 TEUs are containerized ammunition and 13 TEUs are of multi-class general cargo. Vessel must also be capable of carrying 2,700 square feet of rolling stock, including three mobile cranes weighing 80,000 lbs each, while satisfying all applicable regulatory HAZMAT compatibility and segregation requirements. 17. Place of Contract Performance: The load port/place is Indian Island, Washington (USA) with an available load date of 15 September 2025, and discharge port(s)/place(s) are Tengan, Okinawa, Japan with a latest arrival date of 12 October 2025; Apra Harbor, Guam with a latest arrival date of 21 October 2025; and Tengan, Okinawa, Japan with a latest arrival date of 31 October 2025. The period of performance will be one voyage. 18. Set-aside Status: Total Small Business Set-Aside. The decision to release this solicitation as a Total Small Business Set-aside is based on responses received from a recent, sources sought notice for this service. The Deputy Director of MSC’s Office of Small Business Programs has concurred with this decision.
