The Engineering Directorate of Military Sealift Command (MSC) requires non-personal engineering services to administer its Engineering Maintenance Management Systems in order to continue support to the fleet in a cost effective manner. The Contractor shall provide non-personal engineering, technical, and system implementation and improvement services in the performance of investigative and design efforts relating to material readiness, preventive and predictive maintenance, and condition monitoring programs. The Government requires engineering and technical services to perform the following: Maintenance engineering services; condition based monitoring technology support services; and shipboard testing and inspection services. Shipboard Automated Maintenance Management System (SAMM) is required for shipboard personnel to document maintenance performed on MSC vessels and record daily machinery operational data. The system also provides a consistent maintenance plan for the MSC fleet. The Logistics and Engineering System (LES) shore-side maintenance systems are required to support the shipboard systems and streamline shore-side engineering functions. The Port Engineer (PENG) system, a component of SAMM, provides Port Engineers a tool to manage contracting, accounting, and document processing during a vessel’s shore-side repair period. SAMM, via the Ship Inspection Program Module, is required to support the MSC Shipboard Material and Readiness Test program and Onboard Contract Inspection program for shipboard testing and inspection survey documentation.
