Description: One U.S. Flag, Jones Act compliant, self-sustaining vessel, or ABS certified tug & barge, capable of carrying a minimum of 165 TEUs. Vessel or Tug/Barge overall length (LOA) not to exceed 687 ft. / 209.4 m, laden draft not to exceed 31.5 ft. / 9.6 m. 17. Place of Contract Performance: The first load port/place is Military Ocean Terminal Concord (MOTCO), CA; Available Load Date (ALD): 22 April 2024. The second load port/place is West Loch, Pearl Harbor, HI; ALD: 07 May 2024. The first discharge port/place is West Loch, Pearl Harbor, HI; Latest Arrival Date (LAD) 07 May 2024. The second discharge port/place is Military Ocean Terminal Concord (MOTCO), CA; LAD 27 May 2024. The layday shall be a two-day window, to be indicated by Offerors, such that the ALD in MOTCO and LAD in West Loch, HI are met. The charter period will be one voyage. 18. Set-aside Status: 100% Small Business Set-Aside. The decision to release this solicitation as a Total Small Business Set-aside is based on responses received from a recent, sources sought notice for this service. MSC’s Deputy Associate Director of Small Business Programs has concurred with this decision.
