Description: One, U.S. flag, Jones Act-compliant, self-sustaining vessel, or ABS certified tug and barge, with the capacity to carry a minimum of 92 TEUs. Vessel or Tug/Barge overall length shall not exceed 700 ft./213.4 m, and laden draft shall not exceed 31.5 ft./9.6 m. 17. Place of Contract Performance: The first load port/place is Naval Magazine Indian Island, WA with an Available Load Date (ALD) of 01 April 2024. The second load port/place is Valdez, AK with an ALD of 10 April 2024. The first discharge port/place is Valdez, AK with the Latest Arrival Date (LAD) of 10 April 2024. The second discharge port/place is Military Ocean Terminal Concord, CA with the LAD of 20 April 2024. The layday shall be a two-day window, to be indicated by Owners/Offerors, such that the ALD in Indian Island and LAD in Valdez are met. The charter period will be one voyage. 18. Set-aside Status: 100% Small Business Set-Aside. The decision to release this solicitation as a Total Small Business Set-aside is based on responses received from a recent, sources sought notice for this service. MSC’s Deputy Associate Director of Small Business has concurred with this decision.
