Description: Defense Logistics Agency-Energy requires one, clean, approved, U.S. or foreign flag, double-hull tanker, with an inert gas system and segregated ballast tanks that is capable of carrying a minimum of 210,000 bbls of clean product (intentions F76) within vessel’s natural segregation in designated cargo tanks with double valve isolation. 17. Place of Contract Performance: The intended loading port/place is Tanjun Bin, Malaysia (VITOL Terminal); and the intended discharging ports/places are Fujairah, UAE (EPPCO/ Horizon Terminal) and Doraleh, Djibouti (Horizon Terminal). The laydays commence 04 February and cancel 05 February 2024, and the period of performance will be one voyage. 18. Set-aside Status: N/A. The decision to release this procurement as “Unrestricted” is based on the Contracting Officer’s knowledge of the market and applicable market research. All responsible sources may submit a proposal, which shall be considered by the agency. MSC’s Deputy Associate Director of Small Business Programs concurred with this decision.
