Description: One, U.S. flag, Jones Act compliant, self-sustaining vessel or ABS certified tug & barge, with the capacity to carry a minimum of 103 TEUs while satisfying all applicable regulatory HAZMAT compatibility and segregation requirements. Vessel or Tug/Barge overall length is not to exceed 680 feet/207.3 meters, and laden draft is not to exceed 31.5 feet/9.6 meters. 17. Place of Contract Performance: The first load port/place is Military Ocean Terminal Concord (MOTCO), CA with an Available Load Date (ALD) of 01 May 2023; and the second load port/place is West Loch, HI with an ALD of 15 May 2023. The first discharging port/place is West Loch, HI with a Latest Arrival Date (LAD): 15 May 2023; and the second discharging port/place is MOTCO, CA with a LAD of 02 June 2023. The laydays shall be a two-day window, to be indicated by Owners/Offerors, such that the ALD in MOTCO, CA and LAD in MOTCO, CA are met. The charter period will be one voyage. 18. Set-aside Status: 100% Small Business Set-Aside. The decision to release this solicitation as a Total Small Business Set-aside is based on responses received from a recent, sources sought notice for this service. MSC’s Deputy Associate Director of Small Business has concurred with this decision.
