Vessel or tug/barge unit’s overall length shall not exceed 700 ft./ 213.4 m, and laden draft shall not exceed 31.5 ft./9.6 m. Place of Contract Performance: The first load port/place is Naval Magazine Indian Island, WA with an Available Load Date (ALD) of 10 April 2023; and the second load port/place is Valdez, AK with an ALD of 16 April 2023. The first discharging port/place is Valdez, AK with an Earliest Arrival Date (EAD) of 16 April 2023; and the second discharging port/place is Military Ocean Terminal, Concord, CA with an EAD of 25 April 2023, and a LAD of 30 April 2023. The layday shall be a two-day window, indicated by the offerors, such that the ALD in Indian Island and EAD in Valdez are met. The charter period will be one voyage. Set-aside Status: 100% Small Business Set-Aside. The decision to release this solicitation as a Total Small Business Set-aside is based on responses received from a recent, sources sought notice for this service. MSC’s Deputy Associate Director of Small Business has concurred with this decision.
