Military Sealift Command (MSC) intends to issue a request for proposal (RFP) to solicit sources capable of supporting complex General Ship Repair (GSR) requirements in MSC Ship Support Unit Guam's area of responsibility. The anticipated RFP will solicit proposals to provide complex GSR on all MSC and other Government ship classes primarily on the island of Guam. Complex GSR requirements include Voyage Repair Availabilities, Midterm Availabilities, and Regular Overhauls. The Government anticipates awarding a single Indefinite Delivery Indefinite Quantity contract under which firm fixed price delivery orders will be made. The five-year ordering period is estimated to begin in May 2022. The contract will have a guaranteed minimum of $3,500.00 and ceiling of $100,000,000.00. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 336611. The Government anticipates that award will be made to the Lowest Price Technically Acceptable (LPTA) offeror. This notice follows the Government's analysis of submissions received in response to the Sources Sought notice posted on 9 April 2021. This analysis supports the Government's determination that a total HUBZone small business set-aside is in the Government's best interest.
