CONTRACT INFORMATION: The Military Sealift Command is seeking capable sources for On Ramping to the current Indefinite Delivery Indefinite Quantity GSR N32205-18-D. 2. PROJECT SCOPE: The contractor/vendor shall be responsible for providing a broad range of ship repair for MSC vessels including, but not limited to, pipefitting, welding, machinist work, electrical work, boiler making and repairing, and diesel mechanics. The Contractor would be required to provide all labor, equipment, supplies, materials, marine repair facilities, and other items, except those specified as Government furnished, necessary to successfully perform all ship repair work on MSC vessels in accordance with resulting Delivery Orders, to include but not limited to, the Delivery Order Work Item (WI) specifications, drawings, manuals, references, and any and all other documents incorporated into the Delivery Order. All work shall be accomplished in accordance with United States Coast Guard (USCG), American Bureau of Shipping (ABS), Marine Pollution (MARPOL), Safety of Life at Sea (SOLAS), local and federal Occupational Safety and Health Administration (OSHA), Environmental Protection Agency (EPA), and Shipboard Safety Management System regulations, rules, and requirements of MSC vessels and NAVSEA requirements for U.S. Navy ships (as applicable), and shall be to the satisfaction of the local USCG Inspectors and ABS Surveyors and MSC or U.S. Navy ships Port Engineer or technical representative (as applicable). The Contractor will be required to perform work onboard MSC vessels at Government facilities located on the East Coast Continental United States (CONUS). The primary location will be Norfolk, Virginia (VA) (LOT A), however work may be required throughout this area of operation including, but not limited to Naval Weapons Station, Earle in Leonardo, NJ; and Government facilities in the vicinity of Charleston, SC; Mayport, FL; Port Canaveral, FL; Pensacola, FL; and Key West, FL (LOT B) area. 3. PURPOSE: On Ramping for current Indefinite Delivery Indefinite Quantity (IDIQ) – It is in the Government’s best interested that there remain an adequate number of IDIQ contractors eligible to compete for task orders/delivery orders to meet the Military Sealift Command’s mission requirements. Therefore, Military Sealift Command reserves the right to periodically assess the status of the IDIQ contractor/vendor pool during the life of these contracts, and make whatever adjustments are necessary to ensure an optimal mix of contractor is maintained to facilitate adequate competition for IDIQ contractors. One tool that the Government may employ is to add contracts to the pool is the on-ramping process (also known as rolling admission). On-ramping, in this instance, entails the government re-evaluating the proposals and overall qualification of offerors who did not receive a contract award. The Contracting Officer will then determine which Offeror(s) of those being re-evaluated, would receive award and be added to the IDIQ pool of contractors. Immediately upon on-ramping, the new IDIQ contractor will be eligible to submit a proposal in response to any task order/delivery order solicitation issued and receive awards with the same rights and obligations as any other IDIQ contractor. 4. SUBMISSION REQUIREMENTS: The Government is seeking to identify qualified sources under the anticipated North American Industry Classification System (NAICS) code 336611.
