This posting constitutes the Military Sealift Command's (MSC) posting of the combined synopsis/solicitation for the phase II installation, the testing of the Main Engine Automation and Control System operations for the Port and Stbd Main Engines, to support Annual Inspections of the Main Engine Shutdowns for ABS and to make adjustments to control parameters for optimal engine performance and power distribution in support of the USNS HENRY J KAISER. This requirement is being solicited on a sole source basis. The government intends to make award via a Purchase Order to L3 Technologies, Inc. 90 Nemco Way, Ayer, MA, see attached SSJ. All work shall be completed by 30 December 2019. The statutory authority for other than full and open competition is FAR 13.106-1. The applicable NAICS Code is 811310 and the size standard of $7,500,000. Interested persons may identify their interest and capability to respond to the requirement or submit quotes. This combined synopsis/solicitation is not a request for competitive quotes. However, all quotes received within 5 days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this requirement upon receipt of response to this notice is solely within the discretion of the Government.
