Statement of Work (SOW), Performance Work Statement (PWS), or Statement of Objectives (SOO): N/A 5. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2020-04, 01-15-2020, DPN 20190628 (Effective 28 Jun 2018), 2018 Edition, Current to 18-09 Effective: 18 Nov 2019. The provisions and clauses at FAR 12.301 Solicitation Provisions and Contract Clauses for the Acquisition of Commercial Items and DFARS 212.301 Solicitation provisions and contract clauses for the acquisition of commercial items apply to this acquisition. The contractor will be paid electronically via the MSC SPECIFIC WIDE AREA WORKFLOW (WAWF). Quotes submitted in response to this solicitation shall not contain, nor be subject to, the contractor’s standard commercial terms and conditions. Any quote submitted in response to this solicitation which includes the contractor’s standard commercial terms and conditions, may be considered a material defect and may be rejected as being non-responsive to the solicitation. The purchase order will include all applicable clauses. (a) The Government will award a purchase order resulting from this solicitation to the responsible quoter whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate quotes: (i) Technical capability of the item offered to meet the Government requirement; (ii) Price; Award shall be made to the lowest priced technically acceptable quoter. 6.
