This posting constitutes the Military Sealift Command's (MSC) notice of an intent to award, on a sole source basis, a Requirements contract with a five (5) year ordering period to L3 Technologies, Inc. 90 Nemco Way, Ayer, MA to provide a broad range of Original Equipment Manufacturer (OEM) parts and services to maintain shipboard L3 electrical and electronic control monitoring systems, and equipment of MSC vessels. The statutory authority for other than full and open competition is FAR 6.302-1(a)(2). The applicable NAICS Code is 811310 and the size standard of $7,500,000. Nonetheless, the agency is reinforcing prior market research by soliciting proposals for brand name supplies and OEM certified technicians. See attached Justification and Approval for Other than Full and Open Competition. Interested persons may identify their interest and capability to respond to the requirement or submit proposals (this is not at this time a request for competitive proposals). All responses received within 15 days after date of publication of this synopsis will be considered by the Government. Description: Contractor shall provide a broad range of Original Equipment Manufacturer (OEM) parts and services to maintain shipboard L3 electrical and electronic control monitoring systems, and equipment of MSC vessels. The Contract resulting from this procurement will be a requirements contract under which firm-fixed-priced task and delivery orders will be issued for specific requirements. The metrics used to track success will be contained within each task order, reflecting the specific nature of work. 17. Place of Contract Performance: Worldwide 18. The decision to procure this requirement utilizing other than full and open competition was made resulting from Market Research. Market Research has shown that only L3 Technologies, Inc. can provide services and support for these systems. The MSC Small Business Office is in concurrence with the decision to solicit this requirement utilizing other than full and open competition.
