This posting constitutes the Military Sealift Command's (MSC) posting of the combined synopsis/solicitation for the phase II automation upgrade and groom on the USNS TIPPECANOE. This requirement is being solicited on a sole source basis. The government intends to make award via a Purchase Order to L3 Technologies, Inc. 90 Nemco Way, Ayer, MA, see attached SSJ. All work shall be completed by 9 December 2019. The statutory authority for other than full and open competition is FAR 13.106-1. The applicable NAICS Code is 811310 and the size standard of $7,500,000. Interested persons may identify their interest and capability to respond to the requirement or submit quotes. This combined synopsis/solicitation is not a request for competitive quotes. However, all quotes received within 5 days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this requirement upon receipt of response to this notice is solely within the discretion of the Government.
