Description: A U.S.-flag, Jones Act-certified vessel or a U.S.-flag, Jones Act-certified tug and barge unit (multiple awards up to three voyages), with a minimum capacity to carry 12,275 Square Feet and 2,510 Long Tons of cargo. Vessel/Barge must be capable of discharge and loading at Wilson Cove Barge Ramp at San Clemente Island, CA. The intended period of performance will be three voyages. The layday commences and cancels for Voyage 1 on 25 January 2021, Voyage 2 on 28 January 2021, and Voyage 3 on 04 March 2021. 17. Place of performance: The load port/place for Voyage 1 is Port Hueneme, CA (Wharf A) with the Available to Load Date (ALD) of 25 January 2021, and the discharging port/place is San Clemente Island, CA (Wilson Cove) with the Latest Arrival Date (LAD) of 26 January 2021. The load port/place for Voyage 2 is Port Hueneme, CA (Wharf A) with the ALD of 28 January 2021, and the discharging port/place is San Clemente Island, CA (Wilson Cove) with the LAD of 29 January 2021. The load port/place for Voyage 3 is San Clemente Island, CA (Wilson Cove) with the ALD of 04 March 2021, and the discharging port/ place is Port Hueneme, CA (Wharf A) with the LAD of 05 March 2021. 18. Set-aside Status: 100% Small Business Set-Aside. The decision to release this solicitation as a Total Small Business Set-aside is based on responses received from a recent market survey for this service.
