Inspection, maintenance and tests are crucial elements involved in the safe operation of Materials Handling Equipment (MHE) that will improve the overall condition of the equipment and lessen the possibility of accidents. The maintenance requirements of this contract explained in the Technical Exhibits, along with the preventive maintenance provisions of Naval Supply Command Publication (NAVSUP PUB) 538 and Handling Ammunition and Explosives with Material Handling Equipment found in NAVSEA SWO23-AH-WHM-010 shall be observed by maintenance personnel, as applicable, concerned with inspecting, operating, servicing and repairing MHE. Materials Handling Equipment (MHE) is approved for use based on design parameters (Shipboard) that allow for the safe and efficient handling of ammunition and explosives in specific operational areas. Careless maintenance or improper operation of MHE may result in personnel injury or property damage even if the approved MHE is used. Therefore, it is imperative that all requirements listed on Technical Exhibits are completed and strictly enforced on the MHE Safety Certification form. Caution should be taken to avoid injury and damage of mission essential equipment. Improperly serviced and maintained MHE can pose a significant safety hazard to both personnel (through injury) and mission essential equipment (through direct damage). Non-operational MHE significantly degrades the mission readiness of deployed MSC vessels. The contactor must perform forklift inspection, periodic testing, weight tests, re-stencil forklift, certification paperwork, aerial work platforms inspections, and maintenance actions IAW NAVSUP P-538 and NAVSEA SW023-AH-WHM-010.
