Place of Contract Performance: The intended loading port(s)/place(s) is Sitra, Bahrain; and the intended discharging port(s)/place(s) is Mesaieed, Qatar. The laydays commence 10 March and cancel 12 March 2020, and the period of performance will be one voyage. The decision to release this solicitation as “Unrestricted” is based on all work being done outside the United States and its outlying areas. All responsible sources may submit a bid, proposal, or quotation, which shall be considered by the agency. MSC’s Associate Deputy Director of Small Business has concurred with this decision.
