Description: Request one, clean, approved, U.S. flag (Jones Act), double-hull tanker or articulated tug barge, with an inert gas system and segregated ballast tanks, that is capable of carrying a minimum of 134,000 bbls of clean products (intentions JAA / F76) within vessel’s natural segregation in designated cargo tanks with double-valve isolation. . 17. Place of Performance: The intended loading ports/places are Houston, TX and Norfolk, VA; and the intended discharging ports/places are Port Everglades and Tampa, FL, all in the USA. The laydays commence 19 September and cancel 21 September 2020, and the period of performance will be one voyage. 18. Set-aside Status: N/A. The decision to release this solicitation as “Unrestricted” is based on responses received from a recent market survey for this service. All responsible sources may submit a bid, proposal, or quotation, which shall be considered by the agency. MSC’s Deputy Associate Director of Small Business has concurred with this decision.
