The Vessel shall be employed as a Submarine Rescue surface support ship. The vessel’s primary mission shall be to support USN submarine rescue utilizing the U.S. Navy Submarine Rescue Chamber Flyaway System (SRCFS), Assessment Underwater Work System (AUWS) and the U.S. Navy Submarine Rescue Diving and Recompression System (SRDRS), including training for this mission. The vessel may also serve as escort for submarine sea trials, as well as a diving platform utilizing existing and developing portable diving systems, and other missions as required by the U.S. Navy and permitted by the vessels’ certifications and classifications. The solicitation will be a fixed-priced time charter with reimbursable elements, with a performance period of 12 months, plus three, one-year option periods and one 11 month option period. The decision to not set-aside this procurement was made resulting from Market Research. The Small Business office concurred with this decision to issue the RFP as full and open on 10 July 2019.
