The Military Sealift Command (MSC) will issue a solicitation for the provision of fuel and lubricant oil sampling materials and testing/handling equipment in support of the Command's fuel oil and lube oil analysis and testing programs. These products are necessary to ensure compliance with both internal and external policies, including the Maritime Pollution Act. The Government is contracting not only for specific products and services, but also for the availability and delivery of these products and services on a worldwide basis within specific time constraints defined for each named port or geographic region. Timely delivery is a requirement of the proposed contract as a means to ensure that vessels receive the products during their limited time in port in order to meet mission schedule and requirements. Please see the attached J&A. The resulting contract will be a single-award, indefinite delivery, indefinite quantity (IDIQ) contract awarded in accordance with FAR Part 12, "Acquisition of Commercial Items," using the procedures in FAR Part 15, "Contracting By Negotiation". The contract will have a five (5) year ordering period. MSC anticipates that the RFP will be released no earlier than November 15th 2019, but may be later. The solicitation will only be available electronically on the Federal Business Opportunities (FBO) website. Firms are encouraged to review the website regularly for important solicitation information. Once the RFP is published, all responsible sources may submit a proposal which will be considered by the agency. This pre-solicitation notice is for information only and shall not be construed as a commitment by the Government to solicit contractual offers or award contracts. The Government is not soliciting, nor will it accept, proposals as a result of this synopsis. If a competitive solicitation is issued in the future, it will be announced via FBO; interested parties must comply with that announcement. The Government will not reimburse respondents for any questions submitted or information provided as a result of this notice. This is not a solicitation, and this information is subject to modification and in no way binds the Government to award a contract.
