Description: This requirement is for a U.S. flag (upon delivery) or foreign flag, self-sustaining, combination container/breakbulk vessel, with the capability to lift containerized cargo, refrigerated containers, flatracks, breakbulk, hazardous cargo including ammunition, and rolling stock. For a vessel without hydraulic hatch covers, the ship's crew will be responsible in Diego Garcia for removing, positioning, and replacing hatch covers before, during, and after cargo operations. The vessel shall at a minimum accommodate two (2) supercargo in addition to the Master, Officers, and crew. 17. Place of Performance: The place/range of delivery and redelivery is Singapore. The laydays commence 05 May 2019 and cancel 06 May 2019. The charter period is about 28 days, with one option period of about 28-days. 18. Set-aside Status: N/A. The decision to release this solicitation as "Unrestricted" is based upon all work being done outside the United States and its outlying areas. As such, FAR Part 19.000(b) applies. All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. MSC's Deputy Associate Director of Small Business has concurred with this decision.
