COMBINED SYNOPSIS/SOLICITATION N3131A19PR011NV Logistics Support for U.S. Navy Forces In Yap, Federated States of Micronesia 1. This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included with or attached to this notice and using FAR 13 procedures. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. 2. The solicitation number N3131A19PR011NV is issued as a request for quote (RFQ). This solicitation documents and incorporates provisions and clauses are those in effect through Federal Acquisition Circular 2019-02 effective date 6 May 19 and Defense Federal Acquisition Regulation Supplement Change notice 20190531. It is the contractor’s responsibility to be familiar with the applicable clauses and provisions. The associated North American Industrial Classification System code for this procurement is 541614-Process, Physical Distribution and Logistic Consulting Services with a small business size standard of $15M. 3. The Naval Oceanographic Office, Stennis Space Center, MS, intends to solicit and award, on a competitive basis, a firm fixed price purchase order. This requirement is being 100% SET-ASIDE for SMALL BUSINESS. This procurement is for Logistics Support Services for U.S. Navy Forces, and other designated personnel, operating in Yap, Federated States of Micronesia. The Period of Performance is 10 Jul 19 through 3 Aug 19. This solicitation may be canceled at any time at no cost to the Government. 4. Basis of Award: The Government intends to award a single firm fixed price purchase order to the quoter whose quote is the most advantageous to the Government, price and technical acceptability considered, and to whose quote conforming to the solicitation, provides the lowest evaluated price in accordance with the Statement of Work. 5. Rejection of Quote - The Government may reject any quote that is evaluated to be unreasonably high or unrealistically low in terms of requirement commitments and/or contract terms and conditions when compared to the Government estimate, such that the quote is deemed to reflect an inherent lack of competence or failure to comprehend the requirement. ALL OR NONE--The Government reserves the right to make a single award on “all or none” basis to the offeror whose quote is considered in the best interest of the Government. Therefore, offerors proposing less than the entire effort specified herein may be determined to be unacceptable. 6. Contractor shall provide Commercial and Government Entity (CAGE) code, Contractor Establishment code (DUNS Number) and Tax Identification Number. Contractor must be registered in the SAM at www.sam.gov and Wide Area Work Flow at https://wawf.eb.mil to be considered for award. Quote shall include price(s), point of contact, name and phone number, business size, and payment terms. Response must clearly indicate the capability of offeror to meet all specifications and requirements. 7.
