Commanding Officer, NAVSUP Fleet Logistics Center Pearl Harbor (FLC PH) and Defense Logistics Agency-Energy (DLA-E) require immediate floating afloat storage at Joint base Pearl Harbor to provide emergency storage capacity for rapid response in the event of a fuel storage tank failure at Red Hill Bulk Fuel Storage Facility (RHBFSF).
