This is a combined synopsis/solicitation for commercial items prepared in accordance with the information in FAR Subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Items; and, FAR Subpart 13, using Simplified Acquisition procedures for commercial items. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation will be available on 11 August 2022 at the following website: https://sam.gov/. The Request for Quote (RFQ) number is N0018922Q0411. This solicitation documents and incorporates provisions and clauses in effect through Federal Acquisition Circular (FAC) 2022-05. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The North American Industry Classification System (NAICS) code is 333999 and the Small Business Size Standard is 500 employees. The proposed contract action is for commercial supplies for which the Government intends to solicit and negotiation with only one source under the authority of FAR 13. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This combined synopsis/solicitation is NOT a request for competitive proposals; however, the Government will consider all bids, proposals, or quotations received by the closing response date. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for determining whether to conduct a competitive procurement. The NAVSUP Fleet Logistics Center (FLC) Norfolk Contracting Department, intends to award a Firm-Fixed-Price, sole source contract to Clearpath Robotics, Inc. for the fully assembled, TurtleBot 4. A quantity of fifteen (15) each is required. The TurtleBot 4 is the next-generation of the world’s most popular open source robotics platform for education and research, offering better computing power, better sensors and an excellent user experience at an affordable price point. All TurtleBot 4 components are seamlessly integrated to deliver an out-of-the-box development and learning platform. TurtleBots lie at a price and capability point that makes them uniquely appropriate for educational robotics. First, the TurtleBot 4 comes fully assembled, with software support, making it possible to quickly roll the platforms out to students. Second, the TurtleBot 4 has a comprehensive sensor suite, including two reliable types of depth sensors, cameras, and accurate odometers; this sensor suite allows students to experiment with real robotic challenges. Third, the TurtleBot 4 comes controlled by ROS, an industry standard software suite, allowing students to interact with standard and well-organized systems. Furthermore, this is done inexpensively, which gives the USNA the ability to provide each student with their own robot for experimentation. All other robotic platforms fail in one of these areas – either, they are difficult to set up, use proprietary, less-standard and less-tested software, are missing key sensors, or are too expensive. Therefore, the TurtleBot 4 fills a unique niche in educational robotics. Additionally, the TurtleBot 4’s are direct replacements for the current TurtleBot 2 robots used in the USNA Intelligent Robotics class. The turtleBot 4 is built with an updated sensor suite that enables further learning in the updated environment. The TurtleBot ecosystem (hardware and software) is a platform that allows for speedy roll out in an academic environment. The TurtleBot 4 is manufactured and sold by Clearpath Robotics, Inc. Currently, there are no other distributors for the TurtleBot 4 (the current version); and, no other manufacturer’s robot will satisfy agency requirements.
