NAVSUP FLC Pearl Harbor seeks a 100% total small business set-aside contractor to provide TWR operations, general vessel operations, maintenance of Government-provided vessels, and supply/configuration management of Government-owned vessels and equipment under a Firm-Fixed-Price purchase order. Performance is primarily at JBPHH, Hawaii, but may occur anywhere within the Hawaiian Island Fleet Operating Area, including the Maui basin and PMRF on Kauai. The period of performance is a 3-month base from November 1, 2026 through January 31, 2027, plus a 12-month option from February 1, 2027 through January 31, 2028. Quotes will be evaluated on an Acceptable/Unacceptable technical basis, including technical capability, Quality Control Plan, and staffing plan, with award based on Lowest Price Technically Acceptable. Offerors must be actively registered in SAM and provide monthly/extended pricing for the base and option periods, with consumable supplies/services also Firm-Fixed-Price.
