The Naval Air Warfare Center Aircraft Division (NAWC-AD) Air Traffic Control & Landing Systems (ATC&LS) Division located at Naval Air Station (NAS) Patuxent River Webster Outlying Field (WOLF) in St. Inigoes, MD intends to award orders on a sole source basis under Basic Ordering Agreement (BOA) N68335-19-G-0013 issued by NAWCAD Lakehurst and awarded to Sierra Nevada Corporation (SNC) of Sparks, NV, CAGE CODE 8X691, for a period of 60 months from the effective date of the BOA, 29 May 2019. This requirement is a follow-on procurement, and is to procure services and incidental materials to fabricate, modify, repair, replace, upgrade, and improve PALS components, assemblies, and associated hardware. Examples of PALS components to be supported include, but are not limited to, the AN/SPN-46(V) Radar Doppler Video Processor (RDVP); the AN/SPN-46(V) Radar Control Group, Unit 19 Upgrade; the AN/SPN-46 Receiver, Transmitter, Link 4A; the AN/APN-245 Radio Beacon Sets; the Unmanned Common Automatic Landing System (UCARS); the AN/SYY-1(V); the AN/SPN-43C Life Cycle Extension; the AN/SPN-35C Receiver; and the AN/SPN-35C Radar Processor Controller (RPC). The function of PALS is to provide precision landing information to air traffic controllers and pilots during final approach while landing aircraft aboard aircraft carriers and amphibious assault ships. PALS equipment must be repaired, maintained, and certified to a fully operational mode to ensure maximum fleet readiness. If the equipment is not fully operational, the fleet will be directly and adversely affected due to severe restrictions on the Navy’s capability to track and land aircraft aboard vessels. PALS equipment is already experiencing obsolescence issues and additional component obsolescence requirements are projected. Due to recent changes in Research & Development budgets, a Landing Systems Upgrade Plan (LSUP) was implemented extending AN/SPN-35 and AN/SPN-46 operations through 2040. This will require the replacement and repair of obsolete and damaged components; developing and testing these components; and re-certifying the systems. These mission essential systems also need to be modernized to meet supportability and maintainability requirements. SNC is the Original Equipment Manufacturer (OEM) of specific system components, and is the only company that possesses the technical expertise and production-level data to modify these components without extensive and costly reverse engineering efforts. Under the statutory authority 10 USC 2304 (c)(1) as implemented by Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." INTRODUCTION The Naval Air Warfare Center Aircraft Division – Webster Outlying Field (NAWCAD WOLF) is seeking information regarding the capabilities of potential sources for AN/SPN-35/46 Precision Approach and Landing System (PALS) and Unmanned Aerial Vehicle (UAV) Common Automatic Recovery Systems (UCARS) and their associated equipment maintenance and upgrade. The PALS provides US Carriers with the ability to automatically land F/A-18 aircraft. The UCARS is used for the land-based and shipboard landing of the FireScout UAV. The intention of this sources sought is for market research purposes pursuant to Federal Acquisition Regulation (FAR) Part 10. PROGRAM BACKGROUND This requirement is a follow on to contract N00421-15-G-0001 for the Sierra Nevada Corporation (SNC) Original Equipment Manufacturer (OEM) support on PALS and UCARS components. This requirement extends the performance for NAWCAD WOLF to continue In Service Engineering Activities (ISEA). The primary products to be acquired are AN/SPN-35/46 PALS and UCARS and associated equipment. The primary services to be acquired are overhaul, repair, design, and fabrication of SNC OEM components. These efforts are required to ensure Fleet operability requirements are met. SNC is the OEM of the UCARS and several PALS components. The contract type anticipated for this requirement is a single-award, basic ordering agreement contract for supplies and services with firm-fixed-price and cost-plus-fixed-fee task orders. Task Order award is currently anticipated to occur in October of 2020. REQUIRED CAPABILITIES To be considered capable, a Contractor must: Possess PALS and UCARS manufacturing knowledge, data, and assembly jigs. Demonstrate evidence of providing software development and maintenance for PALS and UCARS products. Provide PALS and UCARS logistics documentation in support of system operability and maintenance. Provide technical consulting on customer developed code segments within the PALS products for a wide variety of modeling, simulation, and analysis requirements for military systems, performance, and environments. Provide tool set development for advanced modeling, simulation, and analysis of new PALS and UCARS components.
