NAWCAD Patuxent River intends to issue a firm fixed-price purchase order on a sole-source basis to the Gear Research Institute under FAR Part 12 and FAR Subpart 13.106-1(b). Although award is intended as sole source, all responsible sources may submit a capability statement and/or proposal, which will be evaluated solely to decide whether to conduct a competitive procurement, at the Government’s discretion. Offerors should submit their best technical and price terms initially, along with a complete quote and capability statement if competing.
