NAWCAD’s Air Systems Group, Propulsion and Power Engineering Department, is soliciting White Papers for propulsion and power of naval air vehicles under a Broad Agency Announcement for FY2027. The process is two-step: initial White Papers up to 30 pages including a cost estimate (5–15 pages typical) may lead to invited formal cost and technical proposals. Evaluation emphasizes scientific/technical merit and potential Navy contributions, with capabilities/experience and cost as secondary criteria; anticipated contract types include CPFF, cost-sharing, and cost contracts. Work will be performed in Patuxent River, MD 20670, and contracts will require deliverables such as planning, progress, financial, test plans, program reviews, presentation materials, and final reports. The Navy may select any, all, part, or none of responses, funding depends on availability, and proposal preparation costs are not paid or allowable under FAR.
